Game Engine and Graphic Package Choice God Sim

    I want to develop a god-sim that's kind of like a fantasy version of SimCity with possibly Populous elements.

    I expect there to be events updating every second or so, so an engine/language that accommodates this would be best.

    I'm familiar with Javascript and Object Oriented languages in general such as C# and PHP (with frameworks), as well as web based.

    What would be recommended for a beginner-friendly game engine that would let me develop my coding in a language I'm familiar with? Javascript would be ideal but I would gladly consider others.

    My secondary concern is the graphics, since I'd like the game to look half decent even if the style is very simplistic and cell shaded. Any recommendations in this department would be helpful (I'm thinking 2D and more cartoony than hyper realistic, for what it's worth).
