Flow effect to static water on a isometric city

    Hello everyone I want to give the idea that the river in my city is flowing but I am having an hard time to figure how.

    Do you have any idea?

    All you need to do is get three or four different pictures of the water and animate them (as kurdle says) to quickly transition between these subtly different pictures. This will give the effect of water flowing.
