Best way to Make Assets for 2D 3D-Looking-like Games?

    Ok, lets say you are making a project that employs the use of 3D-Illusion but is actually a 2D-Game, like playing a platform game but the character is portrayed in full 3D and the background moves like you were moving in 3D (spins, zooms in, zooms out, etc.).

    What would be the best way to make the assets for this game or project?

    Make 2D CGIs that resemble 3D with effects?

    Make 3D assets fully?
