Default Simple animation format and editor

I am coding up some animations (text moving around the screen, changing opacity) all defined in XML. Before I reinvent the wheel here I was wondering if there is any simple animation file format and tools available that does something like this already? Here is what I plan on supporting:

sequence is a group of animations
each animation is a bitmap that can be key framed, at each key, position and opacity can be specified
the sequence will be played in my code
with only these simply constructs very unique and specific animations can be created.

basically all i need is something that can create XML sequence definitions, and can edit them in a windows tool. this would provide me with an already established file format to use, and a tool to create sequences rather than having to code them by hand. about the only thing I can think of that would do this is flash, and I'm guessing it is going to be quicker to simply roll my own than mess with all of that garbage.
