I have had good luck either posting or just contacting people in the Art discussion board, a lot of talented artists with flexible business models.
Mostly 3d models, like for cars and track-side scenery. I also want a fairly consistent look and feel to this game, so thinking just using the one artist may be better than getting the models from model shops etc.
What's the score, do artists usually charge per piece?
I guess I need to produce some kind of asset list, maybe with some sketches and details of model complexity required and skinning / materials.

I agree - the Portfolio section has a good number of talented artists, and if you would prefer to have them come to you with specific examples, I've also had good responses via the Help Wanted section.
I've met and worked with a couple great artists (which includes animators) from these forums. Not on cars (characters and organic objects mostly) though.

You have a point I suppose - I just didn't want to broadcast personal contact info. I do chime in on their portfolio threads though.
I've worked with Valri Viala (for 3D models - lower poly in my case), Ionside, aka Robbo (animation), and DayDream (2D art guru). I highly recommend all three as professional reliable talented partners.
I just can't speak to their schedules at the moment.
