Cartoon Plugin?

i was reading this post (http://www.graphicsgalaxy.com/forums/thepluginsite/viewtopic.php?t=203&postdays=0&postorder=asc&start=20&sid=47632647e57d6e4932b93bbd5896303c) and i saw it is exactly what i am looking for (but this tools are very old), but i would like to know if somebody knows some program or tool to make it. i need to use this kind of tool but i need to use it in windows XP Service Pack 2, and if possible, a plugin for Photoshop, if not possible, i can learn another tool.
