Hi,
I'm currently working on a role playing game based around the concept of spiritualism, about a guy who doesn't know his destiny but by searching for his destiny, he ends up creating his own. It's still a work in progress but I'm looking to purchase a chipset (tileset) from a 2D freelance graphics designer. I'm looking for someone who can do Final Fantasy 5 or The Legend of Zelda - The Minish Cap style graphics. I obviously don't want you to recreate these tiles and instead share my vision in creating a new look to an RPG, so if anyone has any ideas or suggestions for me going about this, then please don't hesitate to reply. Also could anyone who is considering work with me please show me your portfolio so I can get an understanding of your abilities thanks. If anyone would like to know more, please let me know.

Do you happen to have a design document completed for this project? What platform(s) are you targeting development for? Also, is this slated for retail release, or as freeware?

Look I don't want to compete with these other people for money, but I have been trying to sell such graphics and you can see them here, and what struck me about your project is how it aligns with my vibration:

So, otherwise, you may purchase all of the graphics in this album, and there are plenty more on my computer. My original plan was for them to be Final Fantasy 5, Seiken Densetsu 3, Zelda: A Link To The Past, Zelda: The Four Swords Adventure, etc. style, which obviously fits what you're looking for, and I do think I accomplished it.
Please also note that the ocean tiles in the album are set up in an ocean graphic as seen here:

The quality, although very nice, is actually even better using the actual tiles because scene here is a compressed *.gif file, which is lesser quality than the actual ocean tiles I have designed. So, the ocean is actually even higher quality than the image, with more colors.

I would actually be happy if all of us posting in this thread could collaborate and make a really awesome 2D MMORPG. Furthermore, more surprisingly, I am spiritually inspired and have also had ideas for a spiritual game, so if you would like me to work with you more on ideas and the game's design, I would be happy to. In fact, perhaps you would like to join a project of mine?
But, anyway, I am happy and it would be my pleasure to inspire you by selling you my art. I also have a game concept document with many ideas which is included in the package for free, so you can use all of the ideas in it as well. in making your game. Certainly however, if you do buy my graphics and don't need me to work on the game with you in other areas, I am willing to dissolve my present project idea because I feel first come, first serve, and waiting for another gaming company to pick it up has been too long now that I will sell my graphics to someone else if they don't get back to me first.

The video game is going to a public domain freeware game. I'm considering purchasing a chipset from a 2D freelance graphics to get myself known for being an indie developer. I've been working some months now designing this RPG game on pieces of paper, I have a basic worklog that I call up for reference to. I'm hoping to program this video game for the GBA-SP as a ROM file to be emulated, some of the ROMs will flashed to a GBA-SP cartridge. Though these cartridges will be distrubted for PAL releases, as I am a UK developer. You all seem to have impressive portfolios so I'm going to have to spend a few days contemplating what to purchase from whom, as you all seem to have strengths in differant areas. I hope you understand and I shall get back to you shortly. Can anyone create/draw/produce graphics of this caliber, and how much would these types of graphics cost? Just planning ahead. Very busy working on a friends project which is nearing completion so I'll be replying to people a lot more.

Those graphics are copyright violation, I think. You seem to have ripped them from a rom, or someone else has.
You should not post them or look at them maybe

Heheh...don't call the fuzz just yet :P Those graphics are taken from the SNES Final Fantasy games, but he's just using them as an example of the level of work he's looking for. No harm in that...
Getting high-quality tilesets like that, the price is really only dependent upon the artist you're working with. I generally ask about $30/hr, and if those are 32x32 tiles, I could make about four of them in an hour (so, roughly $7.50/tile). On the otherhand, you may be able to find some talented hobby artists who could make them for less, or possibly even for free. It just depends on the level of polish and time-frame your looking for.
