How do I find high quality affiliates?

How does one go about finding high quality partners/affiliates that would promote a downloadable games website?

I am new in the affiliate business and am having trouble in finding "whales" that would be interested in making money with fun casual games.

RegNow has a ranking list of their top 100 affiliate vendors. Might be a start if you choose to use RegNow.
