DirectX 8.0 and 3D cards...

Does the majority of people online have at least directX 8.0 and a 3D card with at least 16MB of video memory? Or are these too high of specs to expect most people to have by now?

That sounds like a reasonable target to me. You may want to consider DX7 if you think some of your customers may have Windows ME or Windows 2000 and never installed a new version of DirectX. You can also find several exiting threads with answers to very similar questions.
