Many years ago I had a little PC application that made it easy to create a space background. It let you click and place star clusters, galaxies, nebula, etc. I'm pretty sure it was a stand-alone app, not a Photoshop plug-in.

Ring a bell with anyone?

I think the program you are looking for was named "Universe". I know I used it quite a lot some years ago. It was a low cost shareware, IIR. It was basically a random starfield generator and allowed you to place fractally generated suns, nebula and planets on the screen.

It seems it has vanished, I guess because pretty much every other program was able to do the same.

dunno if Celestia or free given away Bryce 5(with a lot of tweaking) could help you...

I tend to do skies/galaxies by hand...
